Can't apply recipes in tugboat environments

With this fix, I was able to apply a recipe in the generated Tugboat environment.

Works as expected for recipes.

For non-local modules that you might want to install independently, I see "Could not scan for classes inside "ExperienceBuilderDemo.php" which does not appear to be a file nor a folder", but I remember seeing this covered in a different issue?

Yeah, that's caused by 🐛 Cannot download and install new modules using Project Browser (developer experience) Active , which I intend to fix shortly.
