Does Gutenberg module include the table of contents plugin now?

Does Gutenberg module include the table of contents plugin now?
I have installed Gutenberg module(8.x-2.14) in my local drupal site. And I have found that there is no plugin which named 'table of contents'. So May I ask is there a table of contents plugin of this module? Or how can I install this plugin? Thanks a lot.
