How to edit submission without selecting a transition

On the edit page for a webform submission, in the workflow element's widget, none of the available transitions are selected by default. I guess that makes sense to avoid an accidental transition. But I would like to be able to save a change to the webform's other fields without having to select a transition.

Is there a way that I can add a "no transition / keep current state" option and make that the default?

Or a way to configure a default transition for each state? Then I could set up a transition from the state to itself and have that be the default.

One option might be to use a hook to remove the widget from the edit submission page, and only show it on the view submission page.

This seems to be fixed in 2.0.0-alpha1. I can make changes to other fields on the edit form and save them without selecting a transition, and the submission stays at the same workflow state.
