Perhaps I'm not using it correctly, but when I select the "Require paragraphs to be added inside a layout" and add a "Placeholder message to display when field is empty", I can save without any paragraphs being added to the field as well as when I've added a section with layout without any paragraphs as well. Am I understanding what this option is doing?

Ahhh - never mind. I just figured it out! It works as expected.
It was my misunderstanding. The "Require paragraphs to be added inside a layout" option means that non-layout paragraph types have to be placed inside a layout paragraph type...
