Component radix:nav does not use link() function for link triggering dropdown

Problem/Motivation

The twig function link() should be used wherever possible to generate a full compliment of atttributes. The radix:nav component uses it except for the link which triggers the dropdown. This results in a loss of attributes such as data-drupal-link-system-path
