Provide an HTMX Debug module

Problem/Motivation

Let's make it easier for developers to switch into htmx debug mode.

Steps to reproduce

Proposed resolution

Create a submodule that when enabled:

If the request is not coming from HTMX then
- The htmx/debug library is attached to all pages
- The htmx debug extension attribute is added to the body so that all htmx processes are logged.
