Drupal 11 requires Drush 13. Part of making this module Drupal 11 compatible is supporting Drush 13.
1. Is there a way to continue supporting Drush 12 (ie continue to use drush.services.yml) while moving to a Drush 13 compatible implementation?
2. If there is no easy and clean way to support both versions, add Drush 13 to a breaking version change ( orange_dam 3).
3. Otherwise, implement changes needed to make the commands work in both Drush versions.

Let's Drop backwards compatibility to Drush 11.
I'm running into an issue with Drush → that is making it difficult to test these changes with Drush 13. Everything works fine on Drush 12.5.3.
