Problem/Motivation

Since about 11:00pm EST on 9 Jan 2025, calls for USPS shipping rates from our site to the USPS Web Tools API "RateV4" have been failing with the log message in the title. The full log message is "We did not receive a response from USPS. Make sure you have the correct server url in your settings."

Steps to reproduce

Populate shopping cart. Fill in a ship-to address. Click to collect shipping options. (The options no longer include USPS rates. UPS rates still come in via another module and API.) Check the log. commerce_usps, if you've got logging enabled, has the successful request of rates and the failed return of rates as separate entries.
