The layers panel should not display regions that don't have any child components. You will be able to see all regions (even the empty ones) via the right-click menu -> "Move to global region"
So, for example, in the screenshot below, the Regions highlighted in Pink should not be displayed.
The JSON (layout) data should not be changed so the regions will still exist in data but hiding them should be done in the presentation layer/React.
