The 2.3.2 release introduced a change that breaks on Drupal versions less than 10.3.

Error: Class "Drupal\Core\Render\Element\FormElementBase" not found

Install Fraction on Drupal version less than 10.3.

We should only do that in the 2.x branch. The change can be kept in 3.x, but we should bump the minimum version of 3.x to 10.3.
