Deprecate data stream migration plugins

Problem/Motivation

We no longer support migrations from farmOS v1 in the 3.x branch as of #3382616: Remove v1 migrations from farmOS 3.x → . There are two migration plugins currently provided by the data_stream module that were written for migrations of data from farmOS v1.

Proposed resolution

I think we can be deprecate these in farmOS 3.x and removed in farmOS 4.x.

Remaining tasks

Add @deprecated annotations.
Create a change record.

That config was removed in 3.x

LGTM - I agree these aren't necessary. I can't remember where that second plugin was used either. Relic of the past.
