Update the security coverage icon title to match the Security Team policy

Problem/Motivation

This is a quick-fix until 🐛 Display SA coverage icon based on a release/branch of the module going to be installed Active is fixed.

When you browse modules in Project Browser, the information about security coverage is displayed as a title on hover on the security coverage icon. The title is not correct and it should match the Security Team policy. The text in the project popup (detail) is correct, so this seems to affect only project listing (list and grid).

Current title:
This module is covered by the Drupal Security Team.

Proposed title:
Stable releases for this project are covered by the security advisory policy.

Steps to reproduce

Open project browser (/admin/modules/browse)
Hover on a security coverage icon and observe the title displayed

Proposed resolution

Update the title to Stable releases for this project are covered by the security advisory policy.
