PaymentCheckoutTest::testPaymentInformation() is failing

PaymentCheckoutTest::testPaymentInformation() is currently failing... For whatever reason, when the checkout page is reloaded after disabling payment gateways, the disabled gateways still appear.

The second time the checkout page is loaded, PaymentGatewayStorage::loadMultipleForOrder() isn't even invoked leading me to believe that the page is served from cache. This failure is recent, not really sure what recent Drupal core or PHPUNIT change broke this.
