When starting with a clean install of 11.1, I couldn't get the main theme to work.
This was the error:
Drupal\Core\Config\UnmetDependenciesException: Configuration objects provided by <em class="placeholder">noahs_theme</em> have unmet dependencies: <em class="placeholder">block.block.noahs_theme_noahstabs (noahs_page_builder)</em> in Drupal\Core\Config\UnmetDependenciesException::create() (line 98 of .../Core/Config/UnmetDependenciesException.php).
