Ignore Menu Link to Media items?

Problem/Motivation

Menu items can be links to download PDFs and other media items.
url/media/xxxx

Can we check media items and exclude them?

These items will display, but don't load immediately.

Is it a good idea to exclude them? These tests will not give us good regression feedback.

Steps to reproduce

Create a menu link that links directly to a media item like a PDF.
Run test with no delay on a large file, and it will generate errors as the document is not ready.

Proposed resolution
