Establish module with composer.json & Create a release

Problem/Motivation

You can't download this reasonably via composer, and there are manual steps required with libraries.

Proposed resolution

Add a composer.json file that installs the libraries mentioned in the readme, and allows folks to install via composer, and then create an actual release of this so folks can use it, assuming it's even ready and functional.
