This module is used as part of the downstream pipeline testing of Gitlab Templates MRs. Currently there are no downstream projects which use OPT_IN_TEST_MAX_PHP and this needs to be rectified.
I have opened a similar issue 📌 Opt in to Max PHP variant Active in KeyCDN but that will only test 'phpunit (max PHP version)'. Decouped Pages has Nightwatch tests, so the change here will test 'nightwatch (max PHP version)'
Add OPT_IN_TEST_MAX_PHP:1
To save resources, if you don't want this variant running on every pipeline, we can add a rule to make this variant run automatically when being tested as part of the downstream pipeline, but manual in all other cases. I think testing $CI_PIPELINE_SOURCE=pipeline might detect that it is running as a downstream pipeline.

I can't test the automatic running of the variant as I don't know how to link this MR to be the downstream repo used in a Gitlab Tenmplates MR. But one part of the change has worked - the Max PHP variant is added with a manual trigger by default.
