Provide a helper for doing conditional fields based on the machine name of the selected term in the controlling field

Problem/Motivation

I'd like to use Drupal's Form API #states attribute, and curious if others have done that and have examples of helper code or more ambitious (foolish?) approaches like swapping out term IDs in favor of term machine names generally.

Proposed resolution

Add a helper function.
