Allow choice of whether icons appear in alerts or not

I don't want the icons to appear in the alerts and perhaps other users would prefer this to be an easy on/off choice from the theme settings.

Add an option under theme settings to display icons in alerts or not. Update the templates to respect this choice.

Under the Messages tab under Components in the theme settings, add a checkbox "Hide icons in alert messages"

I think this can't be done until https://www.drupal.org/project/bootstrap_barrio/issues/3496694 🐛 Discrepancies between new alert.twig component and messages.js Active is resolved because both alert.twig and messages.js are providing the content for alert messages at this time.
