alert.twig does not have visually hidden heading

Problem/Motivation

There are some key differences between the alert component added in 5.5.17 and the previous versions. One is that the

element is no longer visually hidden.

Steps to reproduce

Trigger an alert. See that the h2 element is not visually hidden.

Proposed resolution

Add the "visually-hidden" class back to the h2
