PHPUnit tests fail with core 11.1 and phpunit 8.3.15

The workbench source has not changed:

As this is a fairly niche part of the Scheduler functionlity the first step is to move the Workbench Moderation tests to a separate test group and set that group to be manual. This will fix the scheduled pipelines, and then we can work on the actual test fault separately.
