[PP-1] The xapi/tincan field formatter should render the link within a lazy_builder/placeholder

Problem/Motivation

This is always user-specific due to using the email, so we should render it in a placeholder - then the user-specific information won't require the user cache context to bubble up to the rest of the entity.

Also noticed there's no cache context added at the moment so will probably cause cache conflicts at the moment.

Postponing this on 📌 Use tagged services for LRS ID generation Active which will include an API for ID generators to add cacheable metadata from their ::applies() method.
