LogicException when installing workspaces alongside the navigation module

Happend on 11.x with PHP 8.3... After running into that error i did a drush sql:drop. i've installed only workspaces and workspaces ui , that worked without any error but after uninstalling the toolbar module and installing the navigation module the error turned up. same when i drop the database again, and install first workspaces and workspaces ui, and after that the navigation module without uninstalling the toolbar module. as soon as the navigation module is installed the logicexception happens
