Fetch CI artifact for Drupal CMS packaging

This is now deploying, we’ll see if it works.

I think we can call this done.

There’s some rough edges, but it works well enough for Drupal CMS rc2. Specifically, CI doesn’t finish before packaging starts, so tagged release nodes should be created after CI finishes. If CI hasn’t finished, that’s fine, packaging is queued again when the release is saved. Dev will be 1 commit behind, which should be fine, all we really need to know is that the fetching & attaching process works.
