JS errors when search block not present on page

Problem/Motivation

The search flyout library is a theme dependency - so is present on all pages. I strange circumstances we may not have the search block on a page - which will cause JS errors.

Steps to reproduce

Hide the search block

Proposed resolution

As this is a project for legacy projects only I don't want to spend time changing how the libraries are loaded since this likely doesn't even impact anybody else - simplest just to fix so that JS can exit early if the element is not present.
