Define the SnapPay HPP settings form

The settings form will be responsible for collecting API credentials from the merchant and allowing them to toggle the various behaviors supported by the API. It should also include an option to log API requests and responses for the sake of debugging. Even though this would ordinarily be disabled in production, we should ensure that any such logs at least mask private API keys and payment card data.
