Php Wkhtmltopdf printing unselected tables

I am attempting to print a PDF from Webform that only contains fields that have text. I have installed Php Wkhtmltopdf with binary location at /usr/local/wkhtmltopdf

I have selected “Exclude empty elements” and “Exclude unselected checkboxes” in the email handler.

However, each time the PDF is generated it is including table headers and fields where no data has been entered.

• REFERRED and ENROLLED PARTICIPANTS – none of the headers or elements should be printing – all are blank/no data entered
• PARTICIPANTS WHO EXITED – none of the headers or elements should be printing – all are blank/no data has been entered

Any assistance would be greatly appreciated.
