Remove bootstrap-notify library

Problem/Motivation

bootstrap-notify (https://github.com/mouse0270/bootstrap-notify) last commit was 6 years ago and it doesn't work with Bootstrap 5. Currently we're using Bootstrap 3 which is EOL and should be upgraded (see 🐛 Bootstrap old version dependency Active ).

Proposed resolution

Remove bootstrap-notify with Bootstrap Toast (included in bootstrap core)
