Verify that CKEditor 4 is available before attaching syntax highlighting

While attaching syntax highlighting when viewing a textarea, Editor CKEditor Widgets does not verify that the WYSIWYG editor associated with the text format is CKEditor 4.

This can cause issues when the editor has been uninstalled or multiple editors are enabled at the same time.
