Basic Auth Prompt looping with PHP 8.3.9

Problem/Motivation

I recently updated MAMP to the latest version to take advantage of PHP 8.3. After performing the updates and necessary configuration changes, I discovered that my credentials no longer gave my access to my local environment.

I was unable to uncover any clear issues with my MAMP configuration. I figure this could stem from new / different default configuration within but was not able to track it down after debugging and trying multiple fixes (PHP Sessions directory, changing .htaccsess auth rules/conditions, httpd.conf settings, reviewing apache/php logs for errors, etc.

Please advise if this is unable to reproduced and potentially an issue outside of this module. I figured I'd post this as the community updates to MAMP 7.1+ for local development. Thanks!

Steps to reproduce

1. If using MAMP, you can install the latest version, 7.1
2. Update all configuration for your local development environment
Toggle to use PHP version 8.3.9
3. Restart servers
4. Navigate to your local environment using a browser and enter your configured shield credentials
5. Instead of being able to view your environment, you will see the prompt again. This will continue each time you enter your credentials
