The security team is discussing the possibility of adding security support for pre-release modules included in Drupal CMS due to the additional exposure/user base they are likely to have.
This isn't decided yet, but I think it would be useful if the dashboard module was opted into security coverage even without stable releases. Until the Drupal CMS 1.0 release this wouldn't change anything, but it will be clearer (and more reassuring for people) if the module is opted in with pre-release version vs not opted in at all.
I don't know if a specific reason was taken not to opt in to security coverage, so could also be missing something.
