Entity update manager schema update fails on billing address field

Devel entity update manager (drush entup) throws an error when trying to update schema for billing_address field

In SqlContentEntityStorageSchema.php line 1750:

The SQL storage cannot change the schema for an existing field (billing_address in commerce_order_report entity) with data.

drush entup was removed a long time ago... automatic entity update support was removed in Drupal 8.7. See https://github.com/drush-ops/drush/pull/5038/files.
