Dispatch event when user is blocked

Problem/Motivation

When users are blocked due to Okta we'd like to perform some additional logging outside of this module, but there is no way to know if a user was blocked due to an event hook, or for some other reason.

Steps to reproduce

Proposed resolution

Dispatch an event when blocking a user, with details of the user account and the Okta log event.

Remaining tasks

Determine if it makes sense to refactor the whole queue worker to just dispatch events, and implement event subscribers to handle each event type.
