How does this module relate to webform's built-in submission import feature?

Problem/Motivation

The webform module has a built-in submission import feature via the webform_submission_export_import submodule providing the Results / Upload tab, described at [FEATURE] Webform module now supports importing submissions → . It is described in the UI as "a new and experimental feature".

How does this module relate to that? The functionality described on the module page seems very similar.
