Add module documentation per Drupal’s module documentation guidelines in preparation for security coverage application.

Steps to reproduce

  1. Install this module.
  2. Sign in as as an administrator
  3. Find this module’s documentation in accordance with Drupal’s module documentation guidelines, and verify that it exists.

Proposed resolution

Implement module documentation.

Remaining tasks

Implement hook_help() for this module.

User interface changes

Changes will add help documentation for admin users.
