Drupal messenger doesn't display the suggestion form

I created a patch that renders the form to a string before sending it to the Drupal Messenger.

Thanks good spot! This must have stopped working at a particular version of Drupal, I merged this into a wider branch with D11 support + test coverage. Marking as fixed to grant credit. Thanks!
