Facets to showing on initial load

When using the latest version of facets (beta4), the filters are not being shown when the page is first loaded. Submitting an empty search updates the filters and the facets are then shown. This used to work in earlier versions of the 3.x branch.

Using facets, configurable_views_filter_block, better_exposed_filters, views_filters_summary, and search_api. The view is set with exposed form in block to 'Yes', exposed form style to 'Better Exposed Filters', and use AJAX to 'Yes'. Switching the view to not use an exposed form block solves the immediate problem, but is not an appropriate work-around for many use cases.

The exact commit where the issue starts is 'c2f70843a5764450659bb8a2d4f82ea287d50313'. This commit was a rewrite of the exposed filters.
