I am getting this error while editing simple_oauth consumer at /admin/config/services/consumer/11/edit?destination=/admin/config/services/consumer. if i uninstall & again install simple_oauth module, that resolves the issue.

The problem was scope provider missing from simple_oauth.settings.yml, I have added it back to resolve this issue. See my config file now:
