When creating a dashboard, assign it the highest weight

Problem/Motivation

If I have a "Welcome" dashboard, and I create another one, the default dashboard might change until I reorder them.

Steps to reproduce

1. Have a dashboard.
2. Create a new dashboard.

Proposed resolution

When creating a dashboard, assign it the highest weight + 1 of the existing dashboards.

User interface changes

A new dashboard will be always the last by default.
