Move remaining Functional to Kernel tests

Move existing functional tests to kernel tests.

I was checking this once (while busy with something else), and I believe the only blocker was the 'file_system' service isn't available -- but I bet that code can be replaced by a simple file copy.

Alternatively: comment on any other blockers, here.
