Apparently it was intentional to put the CSS for these widgets in .txt files instead of in .css files, see #158750: Not all widgets showing up > not processing .txt files → .
But as a result, there are browser errors like MIME type ('text/html') is not a supported stylesheet MIME type when previewing the field formatter settings (e.g. at /admin/structure/types/manage/<content_type>/display).
Additionally, improvements to the widget CSS files over the years seem to have skipped these two widgets, probably because people were just changing all the .css files and didn't think to apply the same changes to some .txt files.
Regardless of whether these widgets should or should not be included in Fivestar, they should at least work. And that's not hard to do.
