Merge drupal_cms_dashboard into the starter recipe

@pameeela and @tim.plunkett agreed to this verbally in a Zoom call, and @penyaskito agreed to it in Slack, since we can always split this functionality back out into its own recipe later as demand dictates.

I don't have any MRs opened at the moment nor any local work, so maybe the moment is now. Ship it!

Cleanup is a nice feeling indeed. Merged into 0.x.
