Problem/Motivation

After 🐛 Menu blocks specific to Navigation are leaking into the Block layout UI Active landed in core, we need to mark the block as navigation safe.
While we are at it, let's ensure it doesn't show in block ui as in 🐛 Menu blocks specific to Navigation are leaking into the Block layout UI Active .
