Remove translation and capitalization from the category annotation

While not converting fully to Drupal 11, we can still support its conversion to attributes vs. annotations by ensuring we use the same string across all versions. That means converting the current annotation from using @Translation("Commerce") to just "commerce". At the same time, please review any other corrections that may need to be made until we convert fully to the class attribute.
