Create a recipe for modules and configuration

Problem/Motivation

There are a couple of modules needed to be installed and configured to fulfil the security demands of a dutch government website. They are now installed and configured in this distribution and ready to be used in new sites. To be able to easily transfer this to existing sites we should make a recipe for this
