Site manager should be able to export terms and conditions agreements

Problem/Motivation

In some websites, there are issues related to the VBO field in the View data_policy_agreements, causing warnings and making it impossible to export the consents.

Proposed resolution

- Re-recreate the bulk-operation field and update the related config it that data_policy_export module
- Make sure that export of new and existing data policy agreements works without errors
