Need to apply form defaults to new paragraphs when Skip Form is used

When "Skip Form" is enabled for a specific paragraph type in the Mercury Editor, form values are not applied to the newly created paragraph. This can lead to unintended consequences, such as failing to apply default layout settings or other predefined field values.
