Duplicate Search boxes and Home links

On every page, except the Home page, a second link to Home appears and on every page there are two search boxes at the top of the page.

Running this on v10.3.8, basically a fresh install.

Anything that I can adjust in the settings to correct this or a fix I'm missing?
