Create a way to disable the email log under Reports

Problem/Motivation

If you have a site that is using Easy Email to format and send emails but not saving them, having the Emails report available can be confusing for users. There will never be anything there.

Proposed resolution

Provide a setting to disable the Emails report.

Remaining tasks

Do the work.

User interface changes

Emails report will be enabled by default. But, we'll make it possible to disable it with configuration. That will allow the setting to be bundled with recipes.
