The 2.x branch never had a stable release before Drupal Core EOL of D9. The 2.x branch is essentially abandoned at this point.
The 3.x branch added extra parameters that the module supports allowing it to work with 2.x and 3.x versions, however it may make testing harder long term.
The 3.x version of Vault can be installed on D9 with Guzzle 7.
This is solely for maintainer convenience. We can always add support back in later, we can't take it out once we have an established support.
Remove Vault 2.x support.
